LONDON & TALLINN, ESTONIA: CybExer, a global cyber range technology leader, has entered into a strategic partnership with Cyber Defense Labs, K.K. (CDLabs) to strengthen Japan’s ability to train and respond to today’s most advanced cyber threats.
The agreement formalizes the long-standing collaboration between the two organisations and replaces the previous reseller arrangement with a broader strategic alignment. This partnership comes at a critical moment for Japan’s cybersecurity posture.
As geopolitical tensions increase and digital infrastructure becomes a more strategic target, both the Japanese government and key organisations are under pressure to improve preparedness and operational coordination.
The recent passage of the Active Cyber Defense Bill signals Japan’s intent to move decisively toward stronger public-private cyber cooperation. That shift requires a proven, scalable, and flexible cyber training environment. CybExer and CDLabs have already been working together to localise the platform, including full Japanese-language user interface support.
The collaboration will now deliver a complete suite of cyber exercise capabilities, including live-fire simulations, digital twin based training environments, and capture-the-flag scenarios. The platform also addresses emerging threats such as AI-driven attacks and AI warfare, helping prepare both technical teams and decision-makers for a rapidly changing threat landscape.
With its technology already in use in more than 60 countries, and experience supporting leading organizations such as NATO and the European Space Agency, CybExer brings global insight and operational best practices to the Japanese market.
Andrus Kivisaar, CEO, CybExer, stated: “Our partnership with Cyber Defense Labs is an important milestone in our mission to enhance cybersecurity around the world. Japan is a key market, and we are proud to support government and critical infrastructure organisations as they strengthen their cyber resilience.”
CDLabs, which became independent from Soliton Systems in 2024, has worked closely with university cybersecurity experts on joint initiatives to strengthen cyber capabilities and foster cyber human resources.
Toru Tsuchiya, CEO, CDLabs, commented: “CybExer brings global perspective and real operational experience to the table. Together, we aim to contribute meaningfully to Japan’s cybersecurity posture, and we are committed to building an environment where cyber public-private partnerships can thrive.”
